Wisconsin titled kei-cars cannot be operated legally on Wisconsin roads per statute 341.10(6). They can be operated off-road and on private land. The rules and laws will differ by state and the Wisconsin title can be transferred to any other state. We have sold multiple Cappuccino’s to buyers in other states and they have had no issues – except Maryland, they will not title cars with Wisconsin Off Road Branding.
Kei cars and trucks have been “banned” in Wisconsin since 2013 for on-road use. Wisconsin Quietly Banned Japanese Tiny Car Imports 13 Years Ago But Forgot To Enforce It Until Now. There needs to be a movement to legalize them again because they are no more dangerous than motorcycles or other small on-road vehicles.

Ownership History and Condition
The EA11R was offered from 1991-1994 and was equipped with the F6A engine (iron block, aluminum head) with a timing belt. This model is heavier than the later model. These early models lacked power steering.
The EA21R was equipped with the lighter aluminum block and head K6A engine with chain driven camshafts along with lighter wheels. The engine has a little more torque, maintenance free timing chain and had an optional 3-speed automatic transmission, ABS, and power steering. The manual transmission, manual steering, and air conditioning came standard.
